On October 26, 2006, Mr. Zhang Shi, General Manager of Qilu Construction Group Company greeted Mr. Philip Miller, Head of the Bahamas Mission in China, at the airport in Jinan, Shangdong Province. Qilu is the General Contractor for the National Stadium Project in The Bahamas. The Deputy Director of the Foreign Affairs Department of Shangdong Province, Mr. Cui Zhiwen, then paid a courtesy call on Mr. Miller and welcomed him to the city and the Province.

The following day, Mr. Miller visited the offices of the Qilu Construction Group Company and had detailed discussions on the problems affecting the construction of the Stadium and strategies for expeditious resolution. Later in the day, Mr. Zhang invited Mr. Miller to tour sites where Qilu was engaged in the construction of a primary school and a University stadium.
